Stepping stones to effective scrutiny 2018
This year we are offering a one day programme to individual authorities. It draws on last year’s regional event but tailored to the authority’s particular requirements. The programme, which can be run as a half day with just two of the four principal modules, is as follows:
- Review of the fundamentals
- Financial scrutiny
- Criteria for the conduct of an in depth enquiry
- Beyond the Council office: what to look for in scrutinising other providers of public services
During the lunch break we shall discuss the potential impact of new government guidance in response to last December’s Select Committee enquiry
We shall aim as usu.al to provide a memorable learning experience for members with many opportunities for interaction and practical exercises.

Our approach to scrutiny training
We offer a three-tier approach to member training in O&S.
At the first tier we offer induction workshops for new members of committees (See template on the page ‘Getting started’).
At the second tier for more experienced members we offer single or double session workshops on effective scrutiny. The double session includes a module on questioning techniques that can be offered separately.
At the third tier, for members from different authorities to share best practice and compare their approach to scrutiny, we run regional networking seminars in the autumn.
We have run workshops on questioning techniques for licensing committees and conflict resolution. And we provide training for new chairmen of committees and panels.
