Mission Statement

Our primary objective in providing these development programmes is

  • To support local authorities in their use of overview and scrutiny
  • To support individual members of O&S committees in fulfilling their role

Our secondary objective is to support chairmen in their role on other committees.

As trainers we can bring

  • Recent first hand experience as chairman of an effective overview and scrutiny committee at Chichester
  • Up to date knowledge of developments in scrutiny through regular contact with local authorities, attendance  at CfPS and Birmingham University workshops and conferences,  and local government media
  • Lively and participative teaching style
  • Experience of delivering successful workshops to several local authorities, including for the first time, a one day event in 2016.
  • A broad awareness of Council activities and the pressures to which they are now being subjected
  • Grass roots experience of local government at third tier level having chaired a steering group to produce a parish plan completed May 2017.

Working with Councils

In designing development programmes we work closely with each Council and incorporate any scoping proposed by officers. We brief ourselves on the Council’s O&S function, consulting  the previous year’s annual report, the minutes of some recent meetings, and the structure of the function within the constitution. We also consult the Council’s corporate plan. On occasion we attend a meeting of the O&S committee to get the flavour and culture.
